Memory speed problem (yes I verified voltage)

I installed Crucial 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) Dual Channel Kit Desktop Memory Model CT2KIT25664AA1067 onto my motherboard (specs match up on voltage, 1.8) and I'm still getting downgraded RAM speed of 800mhz per the motherboard. This motherboard has no voltage adjustment and my max setting is 800mhz with this RAM installed. Is there anything else I'm over looking or doing wrong? Thanks a ton!
