Memory stress test....help needed

My cpu is Core i3 2120@3.3ghz(2cores/4threads) and 2×2gb 1333mhz g.skills ram and win7 64bit ultimate.
The problem is when i do Memory Stress Test in Intel Extreme Tuning Utility max.ram used doesnot increase than 2400mb even though there is 1200mb ram totally free.But my cpu usage becomes 100%
So is this some kind of bottleck due to Cpu or some other component??
PSU is CM 600W Bronze
HDD WD Caviar black 1Tb

I think the amount of RAM tested is fixed by the program, maybe there are settings where you can take more RAM?
If you want to test your RAM, use Memtest instead, it tests all of it.
