Memory upgrade for mom's old Dell unsuccessful

Hi
I'm trying to upgrade the 256k memory in my mom's old dell 1100.
Dell's documentation identifies the current memory as -- Dual Inline Memory Module 256,400M,32X64 8K,184
It has a celeron processor 2.53Ghz with 2 memory slots capable of 1GB each.

I purchased a 2GB kit of corsair memory CMX1024-3200C2PT -- pc3200, non-ecc.
After installing the new memory the computer will not boot. It gives me a series of beeps, that is all. I believe this is referred to as "posting" or not posting in this case.

The only incompatibility issue I can come up with is the old memory is cl3, the new is cl2, but from what I've read that shouldn't be a problem as it should just run at the cl3 speed. I've tried one stick at a time - in either slot, no difference.
Corsair does offer some bios memory settings, but the only setting I can find to modify in the system's set up is the setting for graphics.
Corsair also suggests a voltage of 2.75, I believe the current voltage is lower than that. Could that be a problem?

I'm lost.
I hope somebody can offer some guidance.

reset the bios by using the jumper or removing the cmos battery for a few minutes, be sure the pc is off while you do that. start the pc with just one stick of the new ram. make sure the timings and mem. voltage in the bios is correct. if that doesnt work, the ram isnt compatible with the motherboard. try a different set from another company. having 2 512mb sticks might be better, some motherboards dont like it when they are 'pushed to the limit.'

The Corsair requires to much voltage. Swap the memory for the following X 2

Either way the memory your trying to use isn't compatible

max amount of memory you can use in the laptop is 512mb

max you can use in the desktop is 1gig

I have had similar issues where I tried to use a 1 gig stick in a system that can only handle a maximum of 1 gig of memory it just will not post (gives peep codes) What you need is a 2x's 512mb not 1 gig stick or 2x's 1 gig.

If this only shows you the 2GB kit, then click on the button below for all compatible memory

If you download the free PC Wizard tool (cpuid.com - grab it from here: http://www.cpuid.com/downloads/pc-wizard/2012.2.11-setup.exe), be careful not to install the various toolbar extra software/homepage change, it will tell you detailed information about your RAM. Click on Mainboard and then in the list click on Physical memory

Not all memory is created equal - many slight & severe incompatibilities!
