The most compatible format for a bootable flash device is FAT16. "Some" boards bios can boot FAT32 so if it's already FAT32 (Or larger than 2GB drive) y0u might try it, but otherwise use FAT16.
You don't need to empty the drive first but if formatting it, obviously you would lose the files so copy them off for backup if they're valuable to you.
One of those manufacturer files could be a format utility, or some manufacturers have one available on their website. Some people just use an
HP thumbdrive utility though IIRC, it also requires that you have DOS system files available (not hard to find if you need to d/l a boot disk files from somewhere, there are many ways to get DOS files).
I'm sure it has boot from USB, but am unfamiliar with it's bios settings for usb boot, fiddle with the bootable devices categories looking for what's available with the USB label... in worst case just try a few different settings to see which works, it may be quicker if you temporarily unplug the HDD or disable booting it so you don't have to stop windows booting if the flash drive isn't found as a bootable device on some attempts.
this is getting to be way beyond my level of expertise ...
