[SOLVED] Menus keep going up as if up arrow depressed

Even with keyboard disconnected, anytime I click on something in Windows like the search bar or windows button, it constantly cycles down to up as if the up arrow key was depressed. This happens even when the keyboard is disconnected. Only seems to affect windows menus, does not move the cursor in this text box I am typing in or in games. Can't find any solutions online that work, any ideas? This happened intermittently before I updated Windows, and even more I think now (but not all the time). It keeps me from selecting anything in the start menu or typing anything in the search bar. Sometimes restarts temporarily fix it, but not always.
Running Win10 Home, version 2004. Seems like it might be some kind of driver issue, but not sure where to start.
Any ideas? Thanks!

Ok, now I feel silly. I just noticed my kids had an x-box controller plugged in, and the problem disappeared once I removed it. It is strange that the controller works fine in the micky mouse and lego games they play, and affects the start menu, but problem solved.

This is not silly, but a bug with Windows 10 and Microsoft Xbox controller. I experience this with multiple machines, multiple controllers and various games.

This is NOT a stuck key or defective controller or hardware issue. The controller works fine, and the bug starts as soon as user quit game that uses the controller. Unplugging keyboard, mouse, and controller from USB does not solve the behavior, indicating this is a problem in the software and not related to hardware.

This has been going on for a long time and it does not look like Microsoft is ever going to address this. I tried contacting Microsoft support, posting on their forum, and was eventually directed to post on Reddit by Microsoft support at r/Windows, however on Reddit my post was trolled by Microsoft Fanboys, and it was subsequently removed my Microsoft moderators for "painting Microsoft product(s) in negative light". I have given up on Microsoft, they can't seem to have a handle on their software and hardware anymore.
