Wondering if it is possible to have the same appdata, Program Files, etc. on dual OS (Win7 & Win10 Tech Preview) or even better, have both OS's on the same partition (not sure if this is possible).
Another option for merging data files is to use OneDrive (or some other sync agent) to update files on your machine. This does mean everything would be on your PC twice, and it also means that you would have to wait a minute after logging in to sync files, but it would work.
Generally, when dual booting it is because you are trying to move to one OS, but still need a feature or two from the old one. If you need both OSs all the time then you should look into running the less-used OS as a VM rather than a dual boot.
What you can do is designate a 3rd partition for applications.
From Win 7, install the application to that location.
Then, from Win 10, install it again to the same location.
Each can then use it natively, individually.
This may involve multiple licenses for the same product, though.

Think I'm just gonna get rid of Win 7. Was keeping for compatibility reasons, but there doesn't seem to be as many incompatibility issues with Win 10 as I thought.
