Monitor was dead, its a ducksan type 20 monitor.
According to merits website, replaced C804 with a 10 microfarad 50 volt cap
(original was a 1 microfarad). Note, this cap had been replaced before,
but had gone bad again (most likely from the heat from nearby components).
Also reflowed several cracked joints. I also replaced the cap right next to
C804 just in case heat had also thrown it out of spec.
Monitor fired right up after this repair.
