These APs need controller and cannot be managed by cloud or by itself.
If you have a controller, then you can set this up without identity manager.
 
You find all kinds trash like this on ebay. Many aruba and cisco only run with their controller. These companies sell the AP fairly cheap and then make all their profit on the controller.

When the stuff gets old these companies many times sell them as scrape but shady people then resell them on ebay to unsuspecting buyers.

I don't know about these units some models of cisco you could use a console cable to set them up but could only use the basic features without their controller.

In any case they look like garbage even if you could get them to work they are fairly old technology.

If you want an "n" spec dual band device that you can get for cheap get an Asus dual band "Nxx" router. Toggle it to an AP. Those sell for $10 on E-Bay and are bullet proof.

yes, per kanewolf these are 11n dual band APs and need controller for managing. Not sure if you have any firmware support too. Better to go with what is currently available in the market unless you have a specific use case/cost.
