Metal Gear Rising locked at 1080 24p

At full screen the game decides to refresh at 24p.... My NCP has set to 1080p 60hz and I tried the customize and ticked both boxes but it still didn't change anything. I can't find anything on the internet to help fix this and I am not going to settle for anything less than 1080p with 60Hz.

Well... This is a console port. Its quite common that things like these happen to weak ports.
You will have to wait some time. In the future maybe somoene will maange to trick the game to work on higher frames.
