metal on vga cooler not heating up.

Im thinking that my gpu is dead.
i boot it up then touch the metal part on vga cooler but it is cold. Fans are spinning but no signal on monitor.

Does the oven thing can solve my problem?

My pc specs
Intel Core i5 2400
Hyper X fury
Powercolor HD 6950 dual fan 2gb
Cooler Master Thunder 620watts semi modular

Do i need to replace coz there is no other way to fix it??

If you have access to another computer you could put it in and see if it works. If the card does not work on another computer it is dead. I wouldn't recommend putting broken hardware into an oven, just get a new one.
