Question Metro Exodus Stuttering

Hi,
Pc specs: gtx 960,i5 4440, 8gb ram, 2 TB external HDD, 500 GB internal HDD
I run the game at 45 fps on medium setting 1080. However, there is a lot of stuttering, like every 5 sec, its unbearable! Sometimes the screen freezes for more than 10 sec when entering new room or area. I also noticed this when playing Shadow of the Tomb raider but not to this extent.
I tried the following:

1. instaling latest drivers
2. putting it on high priority on task manager
3. tweaking nvidea control panel and turning off antivirus

I run MSI afterburner and noticed that every thing is fine from temp to cpu load.. when stutter happens except for the GPU load which go down to 0%
I want to know if there is a link between the old HDD I have and the stuttering, because I don't want to but a 70$ SDD to just have faster loading.

in fact i too am having the very same problem and was thinking of starting a thread on it here as well.

I have a i5 4460 with 12gb ram and a 1060 6gb.

I get frequent stutters while running the game,especially in open areas.The performance seems to get worse on moving to specific spots like the bridge with the stranded train in the urals level.

Is it due to the fact that i have a quad core cpu?Will upgrading it to something newer like a ryzen 1700 help eliminate the stuttering?
