Metro screen displays no apps, can't get to "Change PC Settings" from charms bar?

This has been a problem for awhile, but recently I've tried to reinstall windows 8.1 and the only way to do so is by going to "Change PC Settings" by opening up that little bar on the side and clicking settings. Whenever I click on the change pc settings thing, it just exits the charms menu and does nothing. Also when I open my metro UI it displays no apps or anything. Just says my name and has the search bar (which doesn't even work) and the power button to let me power down.

I have Classic Shell installed and maybe this affects it?

Please help! I really need to reinstall windows!

Hi.Open up the run command-- Windows key + R Type in the box rstrui.exe and click OK. You can now restore your pc to an earlier restore point. Then you should be able to access your Change PC settings
