MGS V TPP locked at 30FPS @1440p Welp Help

I have got a rig that should be able to handle this no problem. So Im wondering if my TV.

So I have an i5 4690K
MSI GTX970
16GB ram
Samsung UHD 4k JU6400


I can run MGSV at 1080 settings on ultra 60FPS no problem. However when I run it at higher resolutions like 1440p Im locked at 30FPS unless I turn off VSYNC. And If I do that I get some screen tearing.

The TV is 60hz and it weird upscale function, But I am wondering is this just the TV or am I doing something wrong.
 


But MGS can run in 4K right? Also is there a way to change the hz from 30 to 60hz?
 
Also I just went to NVIDIA screen settings to change the setting to 1440P and the hz only go up to 30hz however if I switch 3840 x 2160 it has 60HZ. Which I thought you couldn't run on a GTX 970. If I run MGS on this I get a locked in 30FPS. And of course there is the screen tearing
 


No that doesn't do either. the only time I can get 58-60FPS is when I turn off V-SYNC

 
Now the weird thing is if I bump up the resolution to I get 30FPS My GPU goes from like 50-60C my cores go from 30 to 40 C. I didn't think my MSI GTX970 was suppose to pull this off.

Also sure the frame rate lower but I can't see how this doesn't look better than 1080p 60FPS. So maybe it's got to be the TV?
 



Don't get wrong the picture still looks fantasic but then. I'm sure when I get a monitor or TV that does it all my jaw will really drop. I had a TV that did 1080@ 120hz but it was $25 more for this 4K

Anyhow of entertainment purposes It was a good call I made.

This rig and it's soon to built beefier sibling was always meant to be played on a bigger screen as my PC/Console Beast.

But heres the weird thing I can get call of Duty black ops 3 to run at 4k resolution at 45-50FPS but MGS will only do a Solid (no pun intended) 30FPS. It like there is an exception for some games but a double standard for other.

Question. 980 and a 980ti as a single card not SLI can do full 4k resolution right?


 
I'll let others give experienced answers about the 980 and 980 Ti in 4K. But personally, since I play all games in Ultra, I'd need two 980 Ti's in SLI to produce an acceptable 4K experience.

As for the 4K @ 30 Hz, check out the table I copy and pasted. One line says 4K @ 60 Hz: Yes, but another says 4K @ 60 Hz @ 4:4:4: No.

I had no idea what 4:4:4 is, so I Googled it.

Unlike other 4k Samsung TVs, the JU6400 doesn't do 4k @ 60Hz @ 4:4:4 (there is no 'UHD Color' option). To get Chroma 4:4:4 in the other modes, label the input as 'PC'.

Yes it is possible, but it depends on your graphic cards. DVI to HDMI cable won't work at 4k, so select 1080p instead and that should fix your issue. Also, change the type of the input to 'PC'. If you want 4k, especially at 60hz and 4:4:4, you will need a graphic card that supports HDMI 2.0 (a DisplayPort converter won't work).

Hopefully this all makes sense to you. I've seen this trick before with Samsungs and changing the input name to PC.
 


Yeah It makes sense a little. I'm going to have to play around a bit with it, I mean honestly im gonna keep at because I want to see what these game look like running at full 60FPS
