Question Mic has constant loud static

Hey, all! A friend of mine just built a new PC, and has been having some issues so far. His mic has a constant loud static which makes any voice spoken through unhearable. Here's a clip of what it sounds like: https://drive.google.com/file/d/1PJdjK7jex1C29LPhVf39w2bMi0q44VXY/view?usp=sharing

Any idea what is causing this? His mic works fine on his phone. Maybe it's a problem with the motherboard?
Any help would be amazing.


Edit for clarification:

He’s using an audio jack, not USB.
MB is ASUS ROG STRIX B450-f

The only thing that comes to mind is: is he using a front panel jack or is he plugging it directly into the mobo (the second option is the best)?
Also check if it's a discord problem or of he picked the wrong source

He's tried both the front and the MB, both have the same effect. It's not just a discord problem, his mic picks is constantly picking up in all test recordings and you can see its constant activity in the sound control panel.
