Question Micro-freezes during online games, tried many things

Hi guys.
I've had an on-going problem for the last couple months.

Whenever I play most games, I get micro-freezes/stutters varying anywhere from 2-5 times in an average minute. This seems to occur more often in less demanding games such as League of Legends and CS:GO. Conversely, in heavier games like Witcher 3 this happens a lot less often. Tracking CPU usage in League and CS:GO, they almost never go above 40%. GPU usage rarely goes above 10-20% on these games.

My hope is that someone can relate and tell me solutions they've tried that worked for them. As you can see I've tried quite a few things to no avail, so more things to test would be appreciated.

Troubleshooting:
  • I've tried to re-install the latest drivers with DDU in safe mode. That made no difference.
  • I then did the same for 10+ versions of drivers, going as far back as <400. Some made it occur slightly more or less but no significant difference.
  • I've tried closing all software other than the game itself, made no difference.
  • Re-seated to the GPU to no avail.
  • G-sync off
  • Re-installing drivers with DDU and safe mode
  • Stopping Discord
  • Try full-screen
  • Stopping overdrive and tried 144hz
  • Stopping DisplayFusion
  • Stopping Malwarebytes
  • Stopping Plex
  • Stopping RuneLite
  • Disable f.lux
  • Disable Low Latency Mode
  • Disable V-Sync
  • Memtest86+
