Micro-stutter/hitching in games - videos inside.

Hey all.

I believe I made a thread regarding hitching/micro-stutter a few months ago, but then I didn't have videos showing the problem and it's easier to show than to explain such a thing.

I bought this computer in January 2017 and it cost me a lot of money and I really want to find the culprit(s) for this problem I'm having because I've had it since day 1.

I am desperate to find out what is causing it, even if it's impossible for me to solve it (e.g drivers, windows, badly optimized games) or if it would require me to buy a new GPU, CPU or a whole new system.

My Specs:

GPU: Gainward GTX 1070 Phoenix GS
Motherboard: Gigabyte z270 Gaming K3
CPU: Intel i7 7700k 4.2GHz (4.45/4.5 with Turbo Boost)
PSU: EVGA SuperNova G2 750W
RAM: 16GB 2133MHz HyperX Fury
SSD: Kingston UV400 480GB and Samsung 850 EVO 512GB (Recently bought the Evo, it's the only addition since I bought the computer)
Monitor: BenQ XL2411 144hz 1ms
OS: Windows 10 Home.
4 Case fans as well as a Noctua NH-U14s

I experience hitching/hiccups/micro-stutter in some games. It's frequency and severity can vary between games. In some games I might not experience it at all ( e.g Prey - I noticed 2-3 hitches during 60-70 hours - and Doom), in some games it's more frequent than others and sometimes it's either solved or reduced by activating V-sync and in some games it becomes worse or no change at all. In some games it only occurs online (Battlefield 1 - SP runs more or less flawless - Rising Storm 2). It doesn't matter if I change to lower graphics settings and it can be present regardless of a stable or fluctuating FPS.

Timestaps where the hitching/hiccups are most evident:

Witcher 3: 0:08 - 0:11, 0:15 - 0:18, 0:22 - 0:24, 0:50 - 0:53, 1:29 - 1:30

Divinity 2: 0:04 - 0:07, 0:08 - 0:12, 0:26 - 0:28, 0:34 - 0:36

I don't really know why I'm writing timestaps since the videos are so short, but now I have so I'll just let it stay.

Divinity 2 shows, in the beginning of the video, several hiccups/hitching or something in a row which I haven't experienced while playing, maybe only for a couple of second after I've loaded into the game for the first time, it doesn't happen if I reload a save. I'm sorry for the lousy video quality, even on 1080p. First time uploading a video on youtube and I recorded with Shadowplay. It may be less noticeable than it is for me while playing but it's still clearly shown. I know that lots of people have reported a similar issue in Witcher 3, especially in Novigrad which is a big city filled with NPC's and objects. On some places it's non-existant and in some the frequency varies but it's worst in Novigrad. In Divinity 2 it's less frequent with V-sync on but when I recorded I had turned off V-Sync so that it would be easier to show the issue.

My computer is quite clean and I built it myself so it only comes with windows bloatware and I always optimize windows after installing it. After one re-format I only downloaded windows updates and drivers, then I went straight to steam and launched a game but the problem was still present.

What I have tried during soon to be a year:

Turned on and off Turbo Boost
Fiddled with Nvidia Control Panel options e.g Max Performance instead of Optimal, Pre Rendered Frames from "Let 3D app decide" to 1 etc.
I have tried both 120hz and 144hz and even 60hz but frankly, when one is used to 120/144hz, 60hz feels so sluggish and strange that it's hard to notice any hiccups.
Re-formating the computer several times
Flashed my BIOS
Turned off some options in BIOS e.g C-power states, Speed Step, Integrated graphics (from Auto to Disabled)
Turned on some options in BIOS e.g Speed Shift
Activating Windows Game Mode
Activating Avast Game Mode
Change to Max Performance instead of Balanced power plan
Overclocked my GPU (did not alter voltage)
Downclocked my GPU (just a tad)
Razor Cortex
Geforce Experience (Optimize)
With and without Intel Rapid Storage Technology driver
With and without Realtek driver
Changed Pagefile from windows managed to 1GB min/max
Disconnected mouse and keyboard, connecting an old mouse.

And a lot of other things that I can't remember right now.

GPU temp: At max 65°C. CPU temp: It stays between 50-68°C in most games.

I will provide anything you want to help me find the cause for this. But right away, how likely do you think it's a hardware problem and not a software issue? Could it be something that is not getting adequate power from PSU or maybe too much? Something that is wired/connected wrong? It seems to be worst in games with lots of players, npc's and/or objects so maybe there's something wrong with the CPU or a driver issue?

Hmm, will look into that. I have edited the post so that the "what I have tried so far" list would be easier to read.
 
UPDATE: 60hz solves the issue, it seems. Need to test it out more. But why does it happen at higher hz? Is it normal? Or is there something wrong with the monitor?

UPDATE 2: I changed to 120hz again, and launched Witcher 3 and it was gone. Hmm, this is weird.
