Micro stutter ruining my gaming experience

For the past two weeks I've had micro stutters ruining my gaming experience. I feel like I've tried everything. The problem persists trying different monitors and mice, so neither of those are the problem. All drivers are up to date.
Let's take CSGO as an example: Performance is perfectly fine with neither cpu or gpu reaching 100% usage, temps are fine.
I've tried playing with or without gsync, made no difference. I've tried locking the framerate at different values, made no difference. I've tried letting GeForce experience optimize the games, made no difference. I've tried lowering my overclock/voltage, made no difference. I've tried connecting my pc directly to the router instead of using homeplugs like before, made no difference. I've tried resetting the router, changing ports and cables, no difference.
I have one piece of information that might be helpful: when I use MSI afterburner to monitor temps and usage the problem becomes 10x worse. I don't know what to do 🙁
pc specs: i5 4670k @ 4.2Ghz, MSI GTX 1080, MSI B85-G43 gaming motherboard, 16GB 1600Mhz Vengeance RAM, Windows 10 and CSGO running off SSD, other games with same problem on HDD, ASUS PG279Q monitor, Logitech G403 mouse

I would clear the C-MOS on my motherboard and remove and GPU overclock and start from square 1 with everything running at stock settings.

I would uninstall MSI afterburner and Geforce Experience. Afterburner is obviously part of the problem or it would not get worse when using it. Geforce Experience and G-sycn do not always play well together. So I never download it. You might also want to try resetting windows.

After all of that I would run a benchmark on userbenchmark.com and see if there is a hardware issue. You want to look at the percentile for each component and see how it performs to other submissions. Remember, do all this at stock settings for everything.

Yep definitely start from scratch on your overclock by resetting your bios and set the video card to default values. I would completely uninstall the nVidia drivers reboot then reinstall the latest version and start from there. If you can do a windows refresh that would be great to but not necessary.
Once that is done try and run your game with everything stock and see how it feels. If it seems ok then you can start overclocking again but go slowly and test at every level to see if it comes back.

Okay so I pulled out my mobo's manual to see how to reset the cmos. I have to put a little plastic thingy onto the two pins that are jbat1. But I don't have that little plastic thingy -_-

Any way to achieve the same effect with a different object without causing any damage?

I also need to point out that certain games, like GTA V for example, run flawlessly. Considering this fact, can it really be an issue related to my mobo settings/cpu overclock? If a bad overclock is the problem, shouldn't that problem persist on all the games I'm playing?

Just use a fan header and put it on the CMOS jumper. It will clear it fine. If you cant do that for some reason, pull the battery out of the motherboard for a couple of minutes. The battery is about the size of a quarter.

Oh, and make sure that you don't clear the CMOS while the machine is running.

I don't have to clear the cmos anymore because I literally just built a whole new system (My first). Which is cool, but also really depressing because the problem still persists!

The only components that I've reused from my old pc are the gtx 1080, cpu fan and SSD and HDDs. I've done a clean install of Windows 10. Just got done installing all the drivers and programs and I was shocked to see the problem is still there. There are only 2 possible causes left in my mind, either my internet is at fault or the gtx 1080 is. Keep in mind that I've already tried resetting the router and buying a 30m ethernet cable just to get a direct connection to my pc, none of that helped. And I can't switch out the 1080 for my old one because the old one is already sold.

This is really stressing me out... Any advice is very much appreciated right now. Should I send the 1080 out for repairs? The return policy has already passed so can't do that. 🙁

I doubt it's an issue with the video card itself if other games are running just fine especially if GTAV is running fine as CS:GO is probably a bit easier to run. Have you tried to uninstall the game and reinstall it? Or maybe set all graphics options to defaults to see if the issue goes away? You can always go to the forums for the game to see if anyone else is having similar issues could be something with the game itself.

I just tried gta again to check and it does in fact have the same issue, it's just less noticeable because it only runs at around 90fps, whereas csgo and rocket league run at 165+. (my monitor is 165Hz so yes I can see the difference between 90 and 165+ fps.

Yes I have tried reinstalling to my SSD and to my HDD, no effect. I have tried setting graphics to default or just very low, no effect. I have been searching online for answers everyday and nothing works, I'm putting all my effort into this because I simply cannot sit down after work to enjoy a game with this stuttering. I paid 640 damn euros for this card, I cannot give up before this is fixed.

How often does the micro-stuttering happen is it random or does it seem to happen consistently for instance every 15 seconds or with lots of movement from you aka whipping the mouse around quickly?
What are your temps doing for the cpu and graphics card doing when you are gaming? Is the graphics card getting hot and downclocking randomly? I know my 1080 will boost up into the 1900's until it gets into the 80c range then it will start downclocking to it's non boost levels. I'm just taking a guess but could it be when your card downclocks it gives you that stutter, I wouldn't really know as I lock mine to my 60Hz refresh rate so I don't have any stuttering. Well exept for in fallout 3/new vegas but that's just a game engine issue and not performance based.

Stutters happening every other second. With gpu at around 40C and CPU at around 50C. (CSGO)

Did you disable Windows 10's game mode, DVR and Game bar? If not, try disabling them in Settings->Gaming and turn all three off.

Did you disable Windows 10's game mode, DVR and Game bar? If not, try disabling them in Settings->Gaming and turn all three off.

They are all disabled.
