Micro stutter with 250 fps I need help i have tried everything

The game I play is Rocket League i dont play any other games. And every 30 seconds or so i get a 1 second jitter / stutter and its really annoying at times and messes me up.

I have tried so many fixes i don't understand what it is i get max fps most of the time.

Bios and Drivers are all up to date.

If someone helps me find the problem I will honestly pay you.

GTX 1060 3GB
8 GB 2400Mhz
AB350M-HDV
1 TB 7200RPM
500W EVGA PSU

1) check temps during stutter.

2) remove oc from processor and GPU if you have one there.

3) reinstall game

I have tried reinstalling and removing overclock no luck there. My temps stay around 50c for CPU and 60c for GPU

Where should i try i usually cap at 250 i have a 60hz and capping it to 60 doesnt help

First try with the rams: Take one if u have 2 out and try to play with only 1, and then the other. If you have 4 sticks, take 3 out etc. If problem persists try to make a hdd test with some stress program for that, if it does not solve it, maybe reinstall os.

I only have 1 RAM stick i know 2 is faster but i can't see that being a problem. And i tested the hard drive and everything seems ok. I can try reinstalling os thats probably one of the few things i didnt try

I reinstalled my windows 10 then i watched a video on Windows 10 optimizations and it seems to happen a lot less frequently now. So i know its not hardware related. Still not completely gone though
