Question Micro stuttering and game crashes on 1080 ti ftw3

I recently upgraded my graphics card from a 980 ti Hybrid to a seller refurbished 1080 ti ftw3 from E-Bay. It was a good deal and I bought it from a reputable seller.( https://www.ebay.com/str/wazno)

The card arrived and I installed it into my system. From all the testing and benchmarking I've done it seems to be working properly. In game the clock sits around 1900 MHz to 1950 MHz(according to Precision X1 and Afterburner), but I will get occasional micro stutters or frame skips. I have not done any overclocking on this card and I am not sure why I am getting these stutters.

I made sure to use DDU to uninstall all my graphics drivers and then proceeded install the latest drivers. This did not fix the issue and when I tested Hitman 2 on ultra at 1440p It would crash to the desktop only after a few minutes of smooth fps and occasional micro stutters.

The only thing I can think of that might be causing an issue is that the card is defective or its my PSU. It's an Antec EA-650 Green. It is the only old component left in my system and im worried it isn't able to supply this card with enough power considering it's a 650 watt 80+ Bronze.

I wanted to also note that this issue hasn't happened with every game I've played. I've been playing WoW classic and Minecraft at full settings without any issue
