Micro stuttering in Windows 7

Hi guys,

Recently, I switched my main drive (using cloning software) from a 1TB WD HDD to a 500GB Samsung 850 Evo. Shortly after switching, I started noticing micro stuttering mostly in videos and sometimes in games. At first I thought it was just audio stuttering, but when I looked closely at my video, I noticed that it was also stuttering a little. I checked online for an answer, and many of the solutions pointed at the CPU. I tried following them, but they haven't given me any success.

Specifically, I followed this solution...
https://www.techpowerup.com/forums/threads/windows-7-micro-stutter-fix-core-parking.159864/

I was able to follow the original post well using regedit, but I continued having stuttering problems. Also on the same thread, I tried following post #8 by Johnspack. However, when I try to change the value (from 10%), it changes automatically to 0% and is stuck there.

Another thread suggested checking the power settings, but my setting was already set at high performance.

I'm not certain whether the CPU is the problem. I watched the resource monitor a few times and all 4 of more cores were online, meaning core parking doesn't look like the problem. Also, I tried watching a video while watching the resource monitor. It didn't look like the stutters corresponded with cpu usage spikes. Occasionaly, my cpu usage would spike from ~20% to 50-60% (the highest CPU usage I've observed) and microstutters happened during that only a few times and sometimes happened without usage spikes. I have no idea what is going on because none of this happened before I switched to an SSD.

Any help would be appreciated.
Thanks in advance!

8GB Crucial Ballistix @ stock 1600MHz
MSI Armor X2 GTX 980 @ stock

1TB WD HDD (secondary drive and dual boot linux mint)

I highly doubt this would be the cause of a fault in the CPU as it happened after you installed an SSD, and is not really that big of an issue (Understandably an annoyance though) so this logically points toward it being somethin to do with the SSD itself / the HDD or another component that is on its way out. First thing, What cable are you using for the SSD?you may be limiting the transfer rate by using the wrong kind.

I just used a random SATA cable that came with my motherboard (Gigabyte GA-H81M-H).

This should explain it then! I doubt they would have kitted you out with a SATA 3 cable for an EVO 850 with that motherboard. The old SATA cable will limit the rapid transfer rates of the EVO and so will cause the stutter you experienced. You can pickup a SATA 3 cable for a couple quid/dollars from amazon or pretty much any other site of that sort. Hope this helps and fixes your problem :)

Awesome! I'll pick one up and see how it fairs. Thanks!

No problem! Good luck with it. Also, just so you know, the SATA 2 would limit your EVO to 274Mbps which is almost half of the 504Mbps transfer rate of the SSD.

Oh okay. I might even have it connected to a SATA 2 connector on the motherboard. I'll check it out when I get back from work!

Hmm that didn't seem to work. I am still getting stuttering.

I watched the resource monitor again while watching a video and I don't know how I didn't notice this before, but the stuttering does sync pretty well with CPU usage spikes. The thing is, the usage only spikes to ~50-60%; I would only expect this to happen at 100%. Anyways, any other suggestions?

It looks like the problem was my previous (AMD) graphics card's driver. While cleaning up my PC, I finally uninstalled the driver. I rebooted, and the stuttering was gone. I have no idea why this did not create problems before I upgraded to an SSD, but my guess is that some settings changed after I cloned.

The problem came back. I am trying a bunch of solutions and a lot of them temporarily fix the problem. However, the latest that has worked is from. I'll get back in a few days and see if this lasted:
