Micro-Stuttering Problems in Games

I have put a lot of effort into a crazy rig for gaming. It's like super ultra high, but about a 10,000 score + passmark rig. Gtx 980, 4gb vram, i7-2600 4 core, 16gb 1600 ram, intel 900 series SSD.

I have a 50mbps connection with Time Warner.

Here is the challenge I face: in many games I play, i get "micro-stuttering", where the game plays fine and says I"m getting 60fps all the time (vsynced), but every 20-25 seconds, there are little hiccups in the gameplay.

I have tried all kinds of things..windowed mode, checking drivers, repairing the game, turning off vsync, turning off max frame rates...nothing has worked

The games where I have had the greatest annoyance are some of my Blizzard favorites, Diablo 3 and Starcraft 2, and some new games like vanishing of ethan carter

I run at 2560x1600 on a Dell Monitor and do not use DSR. Please help! Below I will post my tracert info.

I'd advise you first remove this huge amount of data and just the stuff that you yourself wrote. The answer to your problem isn't going to be inside of it anywhere, and a lot of people will see that and just click off cause they don't want to read it, so you will get a lot more help by removing it.

On to your problem, have you checked the temperature of your system? If its getting too hot it could be having issues. Also how long ago did you install your OS? It could be graphics driver clashing from whatever GPU you had in it before, or old programs. If you have an extra hard drive, I would say doing a test install of the OS, drivers, and the game and see if you still see the issue happening, or if not you might consider just reinstalling Windows right off.
 
Hi - I did a full driver uninstall and reinstall and that still didn't fix things. In starcraft, for example, it still says i'm getting 2 network spikes per minute and it's very laggy. This is super weird since I have a 50mbps connection. And it's not constantly laggy, it's these little mini-spikes. I don't know where it's the system or the internet connection, but I've had this problem with diablo 3 / sc2 for a long time now
 
And no temperature problems - my cpu rests at 35 c and is max 60 c under full load of ultra settings and 2560x1600. For same settings, video card at rest is about 25-30c with 60-70c under maximum load
 
Did you use a program like CCleaner to make sure all parts of the old driver software were removed?

Those temps aren't bad so I'd say its probably not those. It still could be a software issue. Have you tested the games in offline mode to see if it still happens?
