Question Micro stuttering with most games

Just like in title. I have micro stutter in vidya games, sometimes it's every 60 sec, sometimes more (to few mins). While changing and adjusting settings to mid or low, stutterng still appear, though not as common. Not all games have this micro stutter ( Forza 5 and RDR 2 doesn't have this stuttering, though there are common 99% fps drops, but Witcher 3 and Elden Ring does have microstutter. GPU usage drop to 5% and lower during those micro stutters, and 99% fps also reach something like 30/40 fps (sometimes lower). Any help? My specs are"
RTX 3060 12 Gb, Intel I5 12400f, 32 gb of ram (using XPMSE profile and dual) and SILENTIUMPC Vero L3 700W 80 Plus Bronze.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for the motherboard at this moment of time?

Have you tried running DDU to remove all GPU drivers from your platform, then manually reinstalling your GPU driver sourced from Nvidia's support site, in an elevated command, i.e, Right click installer>Run as Administrator?
