Micro Stuttering with New Build

Really appreciate some help with a new build issue. I've never encountered this before so open to any and all ideas.

When I boot to Windows, after about 30-45 seconds I start to encounter a strange micro-stutter as I scroll across the screen. I also get this with the audio at the same time as the mouse stutter. The audio makes a rapid stutter for less than a 1/2 second and then resumes normal. Once this happens once, it occurs ever 10-15 seconds always timed with my mouse movement. Sometimes, if I enter into a game (Ark primarily) as soon as Windows loads everything will be fine until I exit the game. However, it's highly irregular so often I'll quickly load the game and the issue will resume with both audio and in-game mouse movement. The only way I can describe it is that is seems like a timing issue but I don't have a clue how to troubleshoot it.

My Specs:
Mobo - Asus ROG Strix z270F
CPU - Intel i5 7600K
RAM - Patriot Viper 4 3000 mhz (16gb) DDR4
GPU - MSI GTX 1070
Samsung 850 EVO 1TB SSD

I was using a WD Blue 2TB hard drive in my original build with a plan to upgrade. Strangely the issue stopped happening on its own so I upgraded the HDD to the Samsung SSD by cloning the HDD using the included Samsung transfer software and now the issue is back and won't go away.

I hope I didn't stump the forum :)

Quick update on things I've checked: Heat is not an issue running cool. Drivers are up to date. I've checked the RAM by trying 1 stick at a time and the issue still occurs.

Yesterday, I started the game ARK immediately upon entering into Windows 10 and it ran smooth all day long. As soon as I exited the issue was present. Today I tried the loading Ghost Recon Wildlands immediately upon entering Windows 10 and the stuttering kicked in about 30 seconds into the game. It also happens playing music on Spotify or iTunes or any other app I run. If I start ARK after the issue happens, it will continue.
 
Still haven't found a solution. I replaced my gpu with my previous card and the issue still occurs. I've run out of ideas. I reinstalling Win 10 to see if there is a conflict going on somewhere in there.

Anything else I should try? At this point I'm thinking it's a mobo problem since that an the cpu are the only things left to test. Any Diagnostic apps out there I should try? I've run the MSI Afterburner and everything looks good. Not sure what else to do.
