Question Micro stuttering

I have been getting micro-stutters when I play games. I don't know what's causing them but I kept an eye on the temperatures while gaming and they were all decent. 52 celcius on my cpu and 50°C on my gpu.

I have tried doing all the basic troubleshoot stuff like updating drivers(sometime even downgrading my gpu drivers to see if it fixes, but it doesn't).

I have a decent gaming rig - rtx 2060, amd 7 2700, 16gb ram, psu -550, ssd -240gb(this is where my game and windows are installed), 1TB HDD.

I have attached 2 pictures when might give me some insight. It seems like my gpu is throttling even tho my temps are pretty cool

I really hope that someone here knows what's wrong. Please notice this.

Do you ROUTINELY run Afterburner? If so, uninstall it.

Run at stock clocks.

If running V-sync, Use NVidia Profile INspector to cap rates at your monitor's refresh rate.

I have tried doing this. It still stutters. Do you think that this has something to do my gpu not performing well. Especially the core clock increasing at very low temps?
