Micro Stutters After new PSU install. RMAed GPU, Still persists

So i have been trying to solve this problem for about 2 months now. All my google searches have shown me threads on this site so this community seems to be pretty reliable.

About 2 months ago my PSU burnt out on me. Kept black screening when gaming and felt extremely hot to the touch. I RMAed that unit and received a new one from Corsair. Being addicted to gaming, I bought another PSU (same model CX750) while waiting for the "new" unit from the RMA. After installing this new PSU, I started to get these micro stutters no matter which game i play (mostly Fortnite, Overwatch, and Counter Strike). After this started occurring, I contacted Gigabyte support to see if they could assist. They had me change a myriad of settings within the Nvidia control panel as well as run a stress test. Nothing seemed to help, so I was sent the GTX 970 to Gigabyte via RMA.

After waiting a few weeks, my GPU was returned and I received a new PSU from corsair. Gigabyte said they tested the GPU on multiple configurations with no issues. I thought maybe the PSU i bought may have been faulty. The goal was to put the RMAed unit in and rule out the PSU i had purchased. I cleaned out my entire PC for the second time in 2 weeks and installed the other PSU. The issue still occurs constantly.

I ran a stress test on my CPU with no errors. Ive also re-seated my GPU and RAM just in case the sockets were bad, to no avail. I also changed to PCI-E cables that lead to the GPU with brand new ones in order to eliminate that possibility. After reading multiple threads on this website I noticed many were asked to install MSI afterburner in order to help troubleshoot. No temp issues with CPU. Also, no issues with temps with the GPU from all ive seen. To be honest, I dont know what im looking at in the logs but I monitor the OSD as best I can when the issue occurs. I would sincerely appreciate anyone's help as I am at my wits ends with this stutter. This issue never occurred until that day my PSU burned out.

I have swapped the PSU twice now. This is the model ive been using for the past 2 years. Ive tried two Different Brand new PSUs as I mentioned above and the issue is not resolved
 
clear the cmos and then make sure your mb has the newest mb. use ddu in safe mode and then install the newest video and intel chipset drivers. use gpu-z see if the mb running in 16x mode. run intel cpu test make sure the cpu cahe not damaged. the last issue may be bad vrm on the mb from the failed power supply.

Smorizio, thank you very much for the suggestions! I have cleared CMOS and installed newest bios after. I did a fresh install of windows 10 after to ensure clean driver installation. So i think ive cleared those steps.

I just downloaded GPU-Z to check if its running in 16x mode but i do not see that listed anywhere. Here is a screenshot of that if you dont mind taking a look http://gpuz.techpowerup.com/18/10/09/hww.png. I am going to run the Intel test tonight (praying again its not my CPU...). I will report back on that tomorrow. I donno if this is possible, but can one test the VRM or do i need a extra peripheral for testing it? Thank you again for your help in advance

Thank you for the reply. Yes have it installed in the first PCI slot closest to cpu.

 
is your ram running at it max speed?? is xmp profile on and is the ram running at it max speed. use msconfig and windows start up turn everthing off but your anti virus see if anything changes. on the games try using driexctx 9 and 12 see if anything changes. make sure you have the newest direct x and other game drivers updated.

Smorizio, thank you again for all your time and knowledge. I genuinely appreciate it.

I checked in CPU-Z and my ram was running at 1069. XMP was not enabled. I just turned it on and now im runnint at 1200. I have everything disabled on startup already and direct X up to date. Im reallllllllllllly hoping the XMP profile was the fix bc im about ready to just build a new PC lol.

Ill report back either way. Thank you for all the help

So turning on XMP did help quite a bit. THe issue still occurs but seems much less frequent. Could my RAM be bad? I ran a memtest and got no errors back tho.. Its at least bearable now.

Ive attempted this now. With both RAM sticks. The issue persists. fml
