Question Microphone background hiss

Ok so when i record my voice in my pc and when i play it it have soooo much background hiss. I can remove it by using audacity but that makes my voice look like a lil kid or i am underwater. I know that i can go in control panel then sound and from there i can lower db and my db is 0. So someone tell me is it problem of my mic or my sound card. My mic is in my head set and when i record in my mobile the voice is crystal clear. If its problem of sound card so can i use the usb sound card becuz i cant afford a good internal sound card or should i get a mic if i should then what type
