Does your PC recognise it specifically as a microphone or just as an audio input device?
Also, mobile phone jack sockets are set up to be 2-way: output music and input sound. On PCs generally you have separate sockets; are you sure that you're plugging into an input socket rather than a headphone socket? On older desktops the headphone socket was green and the mic socket pink.
The other thing that stands out to me is that in the photo, the jack on the wire is a TRRS, or 4-pole connector. This is really unusual on a lapel mic - normally you'd only get that on a headset with earphones *and* a mic because you'd have the 4 poles used for: Left ear, right ear, microphone and earth. Phones are designed for this but I wonder if this is causing a problem on your computer. I can't see any reason why a lapel mic would have a 4-pole jack.
TL;DR: check you're plugging into an input socket, and it could be because it's a type of jack your pc can't use properly.
