Question Microsoft Access Add-ins are missing

Tried to add "Lookup wizard" data type in Access 2013 and gave the "Microsoft Access is unable to start the Lookup wizard" error.
Checked the Add-ins in options, and it was empty. So is the Office Library file path.
Repaired the Office package and didn't fix it.

What Windows OS and what Office version are you using?

1) According to the first error you listed there is a problem with the field data type. The Lookup Wizard does not apply.... What data type?

2) According to the second error the System Administrator may have disabled some functions via Group Policy. Who controls Group Policy?
