Microsoft Edge and other browsers spamming new tabs with same page

Just a few hours ago my pc was running great and then after using my iPod for the first time *could be a coincidence* I found that my pc started spamming opening pages. iTunes helper was constantly opening, Norton AV spamming its help page and Edge was opening up pages and pages in tabs so became unusable. I got to the point I decided to do a full reinstall of Win10 and right away its still doing it. I changed to Google Chrome as default then that started opening up too.
I am banging my head on my desk now. Any help would be grateful.

win 10 has an On Screen Keyboard, see if it happens with it and no keyboard attached

Ipod could be a coincidence, I just went with it cause you mentioned it.

I wonder if all the 3 things that were opening are mapped to the same key
Ctrl T opens a new tab in Edge, as does Ctrl Click
Ctrl T opens new tab in Chrome as well
I am not sure about Apple or Norton screens

see if it does it in safe mode - go to settings/update & security/recovery
Under Advanced Startup, click restart now
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode
if it does, its hardware... if it doesn't, its a driver...
