Microsoft .NET Framework Error

It all started because the computer screen was just turned off for some reason on my laptop. I turned it turn it on back from sleep mode but it was still just a blank screen. I had to hold down the power button after waiting about 30 minutes for no results and as soon as I turned back on the computer a few minutes later, this message started appearing every time I turn on my laptop. If anyone has any helpful information, please share.

What should be my next step?

*update* I removed the user.config file and made a copy and placed it somewhere else. I restarted my computer and there hasn't been any error messages. Is this a safe fix or would it effect my laptop in the long run?
