Microsoft announced that a future Minecraft update will allow players to test their mettle in two major boss battles. The update also includes a number of other new features, such as slash commands.

This version is still way behind the current traditional PC version, MJAS. After this they'll still be around two major updates behind, IIRC.

I can only assume it means that it is free for people who own the Windows 10 Edition or the Pocket Edition.

The regular PC version has already had this stuff for quite some time. The bosses in question btw is the Elder Guardian and the Wither: https://mojang.com/2016/08/sneak-peek-boss-update-is-coming-to-pocket-and-windows-10/

That should give you an idea how far behind those ports are, here we are flying around with Elytra and mobile players are just now getting to fight the Wither.
