Microstutter lag help

So I just built a new system with an I5 7600K - I am getting an unexplained bit of lag in different situations, for example:

1. I have an excel file that I have on my work computer and my home computer. On my new build at home - If I drag the file around the screen in a circle quickly it will freeze to a crawl and even start to lag to a stop and all the cells turn white and start to disappear until I stop.

Doing this same test at work on my by far crappier computer does not do anything other then exactly as expected - moves it in a circle in quick succession.

2. I play World of Warcraft Primarily - same thing - if I get to some parts that to me aren't very graphic intensive I get unexpected and honeslty unexplained microstutter lag, primarily when I try to turn my character real quick in a circle..

Those are the 2 best examples to give - I will also say that I had to recently replace my GTX 1070 due to it dying on me and I built this new build at the same time I replaced my GTX.

Whats more likely - my new graphics card causing this type of lag - or my CPU. Or is it something all else altogether? - I also have new RAM and MOBO because of this build.

I use IObit Advanced SystemCare to check every driver on my pc, from MoBo to gpu.

But I do think its the GTX drivers. try to reinstall or try older drivers.. And use Driver Cleaner to get rid of old drivers on the system
