I'm having serious microstuttering problems making all my games unplayable. This just started happening last week. I've never had this problem until now. Everything used to run perfect. I've tried everything to fix this. I've linked a video of what exactly is happening. It's hard to tell but it's there. I'll be getting 60 fps but it feels like 10. This PC is only a year old and VERY clean inside.
I think this started about the time I installed a new SSD. Which coincidentally enough, is where I now have all my games installed.

Win 10
GTX-980's SLI
24 GB Ram
MSI Asus Gaming Z Mobo
Water Cooled, 3 Extra Fans,
i7 4790k
SSD
Triple Monitors, all of which are 60Hz
Overclocked to 4.4Hz

1. I tried Switching off Integrated Graphics in the BIOS settings but have yet to find where to do that. I've looked all over and read a million forums about it. But no one shows what I have.
2. I downloaded Open Hardware Monitor and didn't notice anything abnormal
3. I used to have Afterburner but must have deleted it because it's gone and I can't redownload it.
4. Updated Drivers
5. Ran Mem Test
6. Removed Nvidia HD Audio
7. Stopped HD from hibernating
8. Turned up Fans
9. Defragged
10. Registry Cleaned
11. Shut Off SLI (Ran some games, had the stutter still, turned it back on)
12. Cleaned Every PC component by hand
13. Reseated all components
14. Disabled Antivirus
15. Ran Antivirus and AntiMalware
16. Decreased Graphics settings to low (Still stutters)
17. Enabled Speedstep
18. Updated Bios via Flash

I "AM" getting a Kernel Error (Performance power management features on all 7processors in group 0 are disabled due to a firmware problem. Check with the computer manufacturer for updated firmware.) 7 Times.
When I click information it reads:
(Processor 5 in group 0 exposes the following power management capabilities:

Idle state type: ACPI Idle (C) States (1 state(s))

Performance state type: None
Nominal Frequency (MHz): 4000
Maximum performance percentage: 100
Minimum performance percentage: 100
Minimum throttle percentage: 100)

I found the answer!!!
My fans and energy settings were throttling my GPUs causing the microstuttering.

The fix is to turn your fans on AGGRESSIVELY, and make sure your energy settings in NVIDIA Control Panel AND Windows, is turned to Maximum Performance!

I sure hope this helps a lot of you.
