[SOLVED] Microstutter when games drop below 60fps

I have this odd issue where whenever a game goes below 60fps I get a persistant stuttering. I have tried several fixes but none seem to work.

PC specs:
CPU - i5 6500
GPU - GTX 1060 6GB
RAM - 16GB 2133mhz DDR4

I have had this issue for a while although it has never bothered me as the majority of games I have played can run at 60fps or above. I've been playing more demanding games recently such as Microsoft Flight Simulator and although I have a decent fps (30 to 50 usually), they are unenjoyable because of the micro stutter. I believe the issue is my CPU as it is the bottleneck of the system and often reaches 100% but I would prefer to not have to upgrade if I don't have to.

Solutions I've tried:
Temperature (CPU never goes above 50 and GPU never above 70 so no issue here)
Messing around with Nvidia control panel such as changing the number of prerendered frames
Disabling and trying the different types of Vsync
All drivers are up to date

Obviously my pc is becoming fairly outdated although I'm fine with having below 60fps, I'd just like it without the stuttering. Any suggestions would be appreciated, thanks.
