I've had a problem with my desktop for a while, every game I play or anything I do, there seems to be a stutter here and there. In League of Legends, every 5 seconds or so the game seems to miss a frame, with no frame or ping spikes. In Modern Warfare I receive the same thing, stutters very consistently with no frame loss.
Because of these problems I've reset my desktop completely, wiping all drives and clean installing windows 10. I was receiving the problem with a 2k 144hz monitor, but I've since moved my computer to be on a 4k 60hz TV. After the reset I still receive these stuttering issues on youtube and the UFO test website, yet to test in game.

I also have a laptop with a 1080p 144hz screen, my user experience is so much more fluid on my laptop than my desktop, despite my desktop having better specs... Anyone have a similar problem or know the solution?
