Question microstuttering in all games. good fps but CPU hitting 100%

i7 9700K
NZXT Kraken 240mm AIO
16GB (8x2) Corsair Vengence 3600mhz
RTX 3070 ROG Strix
750 W Corsair Gold Power Supply
samsung evo ssd 512 GB

EDIT: TEMPS ARE FINE CPU UNDER 60C and GPU UNDER 60C and i just noticed it does this while not gaming and just being idle

I noticed this problem about a week ago, i play Rainbow Six Siege mainly and i get around 300FPS in game but randomly im at 300 and then it freezes for a quarter of a second. I Checked my task manager and Rainbow Six Siege is using 90% CPU usage and the rest is causing my CPU to sometimes even hit 100. But my RTX 3070 is barely even being used and then spikes up to 100% usage and causes a giant spike while my CPU goes down. Ive never had this problem or even seen it before. I installed new drivers in hope to fix this issue and it really didnt help.

How is your storage? Is it full or almost? or is it high temp? I had a laptop before and games would stutter crazy until I found out that the hard drive was getting really hot and got damaged over time causing the stuttering.

i have a samsung evo ssd 512 GB i still got like 120 GB left
 
"Rainbow Six Siege is using 90% CPU usage " - Microstutter is most frequently caused by your CPU being run close to the limit, so when there is a spike in on-screen activity, there aren't enough resources left over to handle the increase in CPU load required.

"my RTX 3070 is barely even being used" - Let me guess, you're running at all low settings? Your GPU is doing barely any work at all, and pointlessly so. You could probably turn up all your settings to high and still get the same fps. (Graphical settings impact GPU usage primarily, they don't have a large impact on CPU usage unless it affects draw distance).

Is your i7-9700k overclocked? As a fellow 9700k owner myself, I can tell you there is a lot that can be gained by overclocking.

i attached a photo it is actually my GPU also and it spikes up to 100% even when idle
 
Not to oversimplify, but that random jump in GPU utilization for a second is not the source of your problems. If I monitor task manager, I also can see that occasional jump in GPU usage, and I do not have any issues with stutter.
im seeing it every few mins you could be right but if its not that then it has to be the CPU and once agian i dont know why its hitting 100% when it used to only be on like 70-80%
 
Turbo boost is a feature built into the CPU; it is not overclocking.

Short of increasing your GPU utilization in order to remove the bottleneck that your CPU is creating, your best option is to overclock your CPU. It should be able to run at 5.0 GHz on all 8 cores.
