Microstuttering in easy to run games

So i built a pc. It can run games that are graphically demanding pretty well, like dragon age inquisition, ark survival evolved, and that's really all the graphically demanding games I play. Games like dungeon def. 2, csgo, and others, seem to microstutter. In dungeon def. 2, every 10 or so seconds it skips a frame, in csgo, ill just randomly get a large lag spike. I've tried installing the latest drivers, but it doesn't help. The fps also just sometimes randomly drops, at around 40 fps when its in the 200 usually, and then the lag sort of happens. I also have not overclocked anything recently.

I have tried taking out my graphics card and putting it back in 😛

I also made sure to check that everything was plugged in fine.

Also. when I take my side pan. out, I hear that my card makes a weird buzzy/grindyish sound. I've heard this isn't just happening to me, but I don't know. I've looked about returning it, but it's been over 30 days, so i can't send it back.
