Microstuttering in gaming and Windows 8

Alright so I've come here as a some kind of a last resort to the micro-stuttering problem I've had for the last week or so. I honestly don't know what to do about it at this point since it seems to me that I've exhausted every possible fix for the problem. I've tried messing around with my drivers to see what driver was causing the problem, to no avail really. I've uninstalled and re-installed multiple versions of my GPU driver and I've updated my sound driver two or three times, I've even completely wiped my hard drive and reloaded windows 8.1, it seemed to work for the first night, then upon waking up the problem is back. It seems to return after putting my computer to sleep or playing any game on my PC. It's gotten to the point where my PC is pretty much unplayable/un-useable just because of how extreme the stuttering is. I hope somebody can provide some help, I'm pretty much stuck here.

Power supply make and model?

Also have you tested your RAM? Memtest for 12 hours to check it all.
