Question Microstutters in all games, please help

hii my pc has stutters every few seconds since day 1 in literally every game and its gotten worse over time, happens in offline games as well
specs: i7 14700k rtx 4070super 32gb ram

things i tried:

  • xmp on/off
  • drivers are up to date
  • clean windows install
  • reset
  • 3 different monitors
  • other hdmi/display cables
  • Vsynx/Gsync on off
  • 60/120/144/165hz
  • played in 3 different houses and used multiple outlets
  • removed all usb devices and played with a different mouse/keyboard
  • bios is up to date
temps are low and there aren't any resources eating usage. Only my gpu sometimes drops to 0% which gives a bigger stutter, it doesnt happen when im having microstutters though

brought the pc back to the shop i bought it at and they claim no components are faulty..
Then why is it running worse than a 700$ laptop? Im so pissed and cant get my money back atp im desperate for a fix

is it a software issue? I resetted the pc twice and tried multiple gpu drivers.
One odd thing is that the pc sometimes restarts itself with kernel error 41 but idk if that means anything

Im so lost any help would be appreciated

It would help to list the exact make/model of all of your parts.
Stuttering happens when there is a temporary lack of a needed resource.
Typically the cpu, but a 14700K is a very strong processor.
but it could be ram or ssd.
Or, a setting like limiting the cpu to 10% in windows power management.
 
psu: BeQuiet! 750w
motherboard: msi mag z790 tomahawk max wifi
ram: kingston fury 32gb 6000mhz
ssd: 1TB patrion 7400/6000 read write
windows power management is just using the balance default settings and cpu max is at 100%, high performance mode doesnt change anything either
 
As a basic test, run the cpu-Z bench.
You should see 883 for single thread and 12584 for multithread:

Are you running any other apps while gaming?
For example discord?

Look at your install programs list.
Is there anything you don't recognize?

Could you have contracted malware or a virus?
Malware bytes free will check for malware.

Not running any background apps nope, i resetted the pc twice already so i doubt theres a virus but will check with malwarebytes just in case and ill do the cpu Z benchmark once i wake up tysm! Will report back

honestly no idea, I didn’t change anything myself. It started every 30-40 seconds now its every 2-8 seconds. Tbh every game is unplayable and i dont understand how the guys at the shop can say everything is fine. My old pc worked good in each game and had way lower specs.
Cpu cooler is scythe fuma 3
Case model is DeepCool CH560

Idk if its even possible but could unstable power in my house somehow mess up components? I tried playing in other houses and it didnt matter but maybe it already damaged them and made it worse over time.
I never get power outages though

I am no expert on gpu benchmarks.

When running your game, activate task manager, then resource monitor.
What you are looking for is some activity with a period of 2-8 seconds.
look for peaks in some resource usage.

sometimes gpu drops to 0% and sometimes the copy spikes to 100%
It causes a bigger stutter but it isnt the cause of microstutters
When microstuttering i dont see any peaks, also not in cpu

did ddu and installed another driver so its def not that, also switched out the gpu to my old one which didnt matter. What would be the best component to switch next?
I dont have spare components except ssd and a 650W psu, but idk if its enough for a 4070super and i7 14700k
