Question Mid-High end pc not running at its fullest.

Hi all, so I i built a pc about 3 years ago and here are the specs
GTX 1080 FTW
i7 6800k @ 4ghz
16 gb corsair venegenace 3000mhz

While playing games I maintain decent fps (144fps+) but moving around feels choppy. I have a 144hz monitor and i do not think that is the issue. So I started digging around. I ran a heaven benchmark 4.0 at 1080p and my score was very low compared to others with the same graphics card. My temps are fine, they barely go over 70c. Then I started playing around with the cpu and ran a cinebench test. at 1440p and the score was 2617. Keep in mind my cpu is overclocked, But I have a really good cooler and it never goes beyond 55c. What do you think the issue can be? I reinstalled my gpu drivers and nothing seemed to fix the issue. I also considered reinstalling windows 10 multiple times, but never did. Could that be the issue? Help from anyone would be appreciated!

Going to need more information im afraid. what games are you playing, and what fps are you exactly getting. the cinebench core seems about right for that cpu (i also have a 6c12t cpu @4ghz and get around 2300 on cinebench)
