This is my current list that i want to buy

Motherboard: *Need suggestions*
CPU Cooler: Stock cooler

Memory: Crucial Ballistix Sport 8GB Kit (4GBx2)
Storage: WD Black 1TB Desktop Hard Drive
Video Card: EVGA GeForce GTX 950

Case: CM Silencio 550
Power Supply: Corsair CX Series 600 Watt

need someone to recommend a motherboard to buy and cpu

not overclocking, just Dota 2 and surfing net

if you are not gonna do more than light gaming or surfing then http://de.pcpartpicker.com/p/ZzCR8d should be more than enough. It's i3 + basic motherboard, more than enough for what you desire. Also drop that PSU, 750W for a GPU that requires 350W is a total overkill. if you have more money, you can go to the i5-4460, better option, but yet again useless in your use-case.

Depends on how well you can spend & why you want to purchase an outdated video card?. There are better alternatives for price.

i've updated the list, changed to gtx 950, and the PSU to 650W from Cosair

is there any budget motherboard that supports usb 3.0 on board?

Every b150 motherboard with i3-6100 supports 3.0 usbs. They are quite cheap as well.
