Of course the case is your choice.
Since you are not overclocking, you could do without the cooler, and probably a cheaper motherboard. However the cooler reduces noise and it's just the safest option imo.
And since you have the budget for a nice motherboard why not? It's a pretty important piece. Plus if you do decide to overclock one day, you will be able to.
