Migrating large hard drive to small SSD

I currently have a 250GB HDD as my C: drive and just got my SSD today. The SSD is only 64GBs and my C: drive is only 30.5GBs I was just about to use EaseUS to migrate the drive but read that the C: drive needs to be equal or smaller than the new drive. This is referring to the amount of storage currently on the drive correct?

1. A 64GB SSD is right on the edge of 'too small' for the OS.

2. Your existing used space must be smaller than that drive.
What is telling you it is only 30.5GB? That is awfully small and unusual for an existing OS install.
