Mild shopkeeper bug (I think)

Was playing slashem (but assume problem also exists with nethack) was
in a wand store, and I dropped my bag of holding, which had many things
in it, but not wands, and got offered some (not much) money for it.
Surprised, I accepted the money, and then tried to buy it back, got
asked $540 for it, chose itemised billing, and found that had bought
back 2 elven cloaks, which means those were the only two items I sold.

The problem is I thought shops were only supposed to buy items that it
sold. What is a wand shopkeeper doing buying elven cloaks? Mind you I
had other armour in the boH, but he only bought elven cloaks.

Is this a bug or intended behaviour?

According to room-342.txt, it's not a "wand shop," it's a "quality
apparel and accessories shop," 5% of the contents of which are elven
cloaks (90% wands, 5% leather gloves, too!).
