Ok so today I was playing a game of Counter Strike and I accidentally spilt my glass of milk all over my pc and it had leaked from the top vents onto some of the motherboard. So I immediately reacted and shut off my pc from the power supply switch. I unhooked it and opened it and began to clean it with a towel. After I had cleaned it, I hooked it back up and turned it back on, everything appeared to run fine but the monitor wouldn't display anything. It is currently unplugged and I am using my laptop right now.

Using a towel, or any cloth type material is generally a no go when cleaning computers, as they are capable of causing static buildup, which can kill components. It is entirely likely that you may have killed an important piece of hardware.

Milk spread also on GFX card ?
or only on Mobo ?
You unplug GPU an plug back to check if any left milk is not inside PCIE socket ?

Any way if you already power on PC before clean everything with isopropyl alcohol and after this dry for few hours, most liekly some parts are now damaged.

The fans on all of the components are working fine (CPU fan, Video card fan, and main fan). And no, I do not hear any beeps. I do remember there being some of the liquid on the video card but it was just a drop.

Your mobo / CPU have integrated GPU ?
You PC full technical specification please :)
Check on mobo ports for monitor VGA / DVI port, if you have one.
Unplug power cable from wall, push power button few times to discharge energy from capacitors.
Unplug GPU from mobo, plug monitor to mobo and start PC.
