Hello! I have an i7 6700k with a GTX 970 and 32 GB of ram. I have everything set to High Performance mode (Nvidia Control Panel), in Power Options, and low-ish settings in minecraft.
I have the newest graphics card drivers. It is also just a problem with Minecraft because I was getting 170+ fps on OverWatch with Ultra settings, 400 fps on csgo with max settings, and 250 fps (which is the max cap) on Rocket League with maxed settings.
I play on 1.7.10 because the only thing I do in Minecraft is PVP, which is ruined in any later version (block hitting removed, shields, timed attacks, those things).
Also, the servers I all play on for PVP are for 1.7.
I never changed any settings for Minecraft either.
Thirty FPS is kind of an exaggeration, it's more around 40-100 BUT (I DO NOT want to hear "oh the human eye can only see 30 fps) it looks like it's locked at 10 fps or something.
By the way, for all those people who say the human eye can't see more than 30 fps, then you clearly have never seen more than that. Not trying to be rude but any average gamer can even see the difference between 60 and 120. I personally even see the difference between 150 and 300 ( especially with a 144 hz monitor).
The reason why this is such a problem to me is because I make videos in 240 fps and while recording in 240 fps I normally get around 500 fps. Now I can't even record at 30 fps. The reason why I record at 240 is because it is super smooth. There is a huge difference when you record and render in 30 or 60 fps (for youtube) and when you record in 240 with 30 or 60 renders.

Those are my own videos.

EDIT: I am also using 64 bit java and it is updated.

MY SOLUTION: Thank you all for trying to help me, but I have fixed this on my own.
1. Completely delete Minecraft and all java versions (.minecraft and all the launchers)
2. Reinstall JAVA, newest version of 64 bit for windows. https://gyazo.com/e6fc71ffaa95443151d99fa6bc616bd5
3. Reinstall Minecraft. Go to minecraft.net, go to the download section, click on alternative downloads, then click the one as shown in this screenshot: https://gyazo.com/ee30a91d963bf7db7010e71afb1ba568
4. Once installed, open the version of Minecraft you'd like to use. When it's on the title screen, click quit game or whatever it says for you.
5. Re-open the Minecraft launcher, choose your profile, then click edit profile. In there, you want to enable and copy these: https://gyazo.com/e3b35ef8efe368483af1792ba211242e but DO NOT do the 16GB of ram like I have there unless you have at least 32GB of usable ram in your computer. What I would suggest is just doing half of your ram if you don't want any issues with your computer.
6. Repeat step #4.
7. Once you do that, install the newest version of OptiFine for the Minecraft version you want to play on @ http://optifine.net/downloads . This does not require forge mod loader or anything. It will create it's own profile when you are done using its installer.
8. When you see the profile called OptiFine then repeat step #5 but with the OptiFine profile this time.
9. Repeat step #4 once more and, again, with the OptiFine profile.
10. When you close Minecraft, go to the minecraft.exe file. Right click it, Properties, Compatibility, then copy these settings: https://gyazo.com/60327ad48a3eeef7dccefa156f69a0a8 .
11. Re-open Minecraft and DONE! I really hope this works for everyone else.

I'm not sure I can help. I saw nothing in the videos showing a drop in FPS.

Is this been going on for DAYS?

Perhaps the Minecraft forum would be better but since OTHER software works fine that leaves only the game, java or video drivers. If none of those changed I don't know what to suggest OTHER than perhaps reinstalling the game.

Nvidia has reportedly had a few issues with the latest drivers reporting lowered fps. I'd suggest you use guru3d.com driver deleter utility, after browsing nvidia for a driver set that's 4-5 older than current. Then turn off any sort of auto update..
Might help

all I can find is that it might be a loading issue from the drive. not sure why that would happen now. I can't find ANY evidence that NVidia drivers would cause this drop.

NVidia FPS issue link Karadjgne?

This issue is beyond me though as it seems related to Minecraft and Java. You may already know of tweaks to assist chunk loading.

If you're stuck perhaps try reinstalling the game and Java. Look into tweaks, try vanilla (no mods) etc

No, the videos were made before this started happening. It literally started happening yesterday, out of no where.

This is my second account so I had to use this one to pick as solution.

I did recommend to reinstall Minecraft and JAVA, but are you saying that that alone did not solve your problem, and you needed the extra steps?

I guess so, though it's a bit odd that it suddenly started having issues when you didn't change anything.

Minecraft runs great for the Microsoft version but unfortunately there is no modding with that because of micro-transactions for all the DLC. Sigh.
