Minecraft FPS drops in Fullscreen Mode (Quite low at windowed too)

Minecraft runs windowed at 55-60 fps, and 15-21 fps at Fullscreen. Could someone help me out? I have tried the NVIDIA control panel, various programs, .jar files I found online, messing with the video settings, messing with the power setting, re installing minecraft, installing optifine, restarting my pc, and nothing works!

Someone please HELP!

I have a Dell Inspiron 7567 and these are the specs:

CPU: I7-7700HQ
GPU: GTX 1050 Ti
RAM:8GB 2400mhz
STORAGE: 1TB SSHD
OS: Windows 10

(Yes, I did buy the game)
 


I tried reverting back to the old one, I tested it and got even worse FPS, around 7-12, then I installed the new one again and went back to 20 FPS. This only happens on the java version of minecraft, in windows 10 version I get silky smooth frames.

UPDATE: I messed a lot with optifine and I manged to get 100 fps on windowed mode, but at full screen it goes back to 20 fps, plus, with the optifine ven though it says 100 fps, it still looks very choppy, and in the windows 10 version that doesnt happen.
