Question Minecraft lag on high end pc

PC Specs:
Rtx 3060 12GB OC wind force
Ryzen 7 1700x 8 core
32 GBs of ram
Whenever I hop on now I am getting like 30-60 fps and this is with no shaders rendering 16 chunks and the normal settings you would see on Minecraft and also whenever I play my CPU is at 100%.

Clarify/explain your terminology.

"Hop on", "shaders", "chunks", and "normal settings".

Update your post to include full system hardware specs:

Motherboard, PSU (make, model, wattage, age, condition), disk drive(s) - make, model, capacity, how full?

Are you familiar with ping, pathping, and tracert?

All in all the lag may not even be within your control.

More information needed.

Maybe you are using resource packs or heavy Shaders, those packages may have bugs that make your computer slow, try deleting the files you added to see how.
