Minecraft lag with GPU only running at 800MHz ish

So I have a GTX 1050 Ti and a Intel i5 7300HQ. I'm trying to play Minecraft but the game runs at 40-ish FPS and sometimes goes up to 60FPS. Neither my CPU nor my GPU usages are going up. My CPU is stuck around 30-50% usage while my GPU is stuck around 20% while running at around 800MHz, instead of the usual 1600-1800MHz. Is there a way to fix this?

Go into power settings in Windows, then at the bottom open the drop-down to show additional power plans then switch to high performance.

This power plan should not be used for anything but gaming and plugged in, because it will cause you to drain battery faster
