Minecraft Poor Performance on High-end PC

I have a new computer in which every game I've played has good performance, except minecraft.
When I enter a world it works just fine, with great FPS and no memory issues, but for some reason things such as redstone, sand, and doors have significant delays when 'activated' by like 4-5 seconds. My minecraft is completely clean with no mods.
PC Specifications:
Windows 7 Ultimate SP1 x64
Intel I3-4150 CPU @3.50GHz
2x4GB Patriot RAM
Nvidia GeForce GT 640
2 74.6 GB HDDs
1 300 GB HDD
5.1 Soundblaster Surround sound.

P.S I've made sure I have all the drivers needed for my PC

First off, theres one thing I have to ask.
Are you playing on a single player, non connected world?
Or a server?
(Also that PCs hardly high-end)

Yep make the drivers are up to date ( Latest ) if that didn't fix that well do this step it will alot.. it depends
1. open your minecraft launcher
2. edit profile
3. you will see in the bottom java arguments erase the command something like that and
4. copy paste this -Xmx4G or still lags try this -Xmx8G
5. save and try it i hope this answer or comment will fix your problem

lol woops i put new but is not new, it was closer to high end when i got it originally.
and I'm playing on singleplayer

if you don't have
Use VBO's, Alternate Blocks, Entity Shadows just ignore them but if u have just turn them off
